GT: There are 2 reasons. One, there is still the motivation from Euphemia's death.
Two, we decided that alone was sufficient for the movies.
For Shirley, the more air time we give her, the more it becomes a story about Lelouch and Shirley, which is not direction we want.
This time, Shirley represents the peaceful everyday life in the story.
